Issue 439: VSIM is 1.8V in 3.7-neil+ kernel

and can not be changed, although max_voltage and min_voltage are 
both set to 2800000.

rfkill block/unblock gps does not help.

dmesg shows:
[    0.151184] VSIM: 2800 mV normal standby

Therefore the GPS antenna does not get enough voltage to operate. 
And the external doesn't either and is not detected.

It has not been checked if this is only on one board or on other 
devices as well.

It is on at least 2 boards.

rfkill block gps switches to 0.0V and rfkill unblock gps switches 
back to 1.8 V.
