Issue 704: LED drivers (Pyra)

for the Pyra we need drivers for keyboard backlight and status RGB 
LEDs:
* LM3699 (connected to an OMAP Timer/PWM/GPIO pin)
* IS31FL3196 (dual RGB LED controller with I2C)

* keyboard PWM is solved by the dmtimer/pwm and a DT node
* IS31FL driver is available in our tree and only needs upstreaming
