Issue 949: USB host is broken on Pyra on letux-5.6.y

USB host doesn't seem to be working on letux-5.6.y at all. Neither 
the LTE module nor any devices connected to the host ports or an OTG 
adapter are detected in lsusb.

The SMC hub (0424:3503) sometimes shows up in lsusb and sometimes 
doesn't, with little discernible pattern.

Weirdly, USB works perfectly on the uEVM which even seems to use the 
same HSIC hub IC, just slightly different power arrangements...

Was a reset polarity issue:

Not sure why it also affected OTG, but that is working too now. As 
is the modem (and the modem taking 255 seconds to appear on PyraOS 
bug seems to be fixed too in 5.6.y).
