Issue 687: BT lacks priority/type setting for new contributors

When I submit an issue to the bugtracker, I do not get an option to 
set the type of issue or the priority. The issue simply defaults to 
"Priority:Medium, Type:Defect".

Well, you are submitter and I think only project maintainers can 
change that, because it is an evaluation (low/mid/high priority, 
defect/enhancement) of the submission.
