we don't see cpufreq entires (appears to work on OMAP5 EVM)

having no cpufreq may also disable clock and power management - but 
we don't even know

Here something from the boot log:

[....] Loading cpufreq kernel modules...done (none).
[....] CPUFreq Utilities: Setting ondemand CPUFreq 
governor...disabled, governor not available...done.

It appears that the cpufreq modules are either not compiled, not 
loaded or not found.
