Issue 590: 3.14: USB client must be connected before boot

it appears that USB must be connected during boot to use the 
ethernet gadget. If cable is pugged infor the first time after boot, 
it is not recognised.
Unplugging and replugging is recognised if it was inserted during 
boot.
